A fuel retail forecourt needs both a site licence and a retail licence, applied for together, and the DMRE administers all applications under its controlled petroleum products regulations.

We lodge a retail or site application in 2 to 3 weeks once zoning and site documents are in. The regulator's decision usually takes 3 to 9 months for retail and site licences, 3 to 6 months for wholesale and 6 to 12 months for manufacturing or multi-site applications.
