    Petroleum & Fuel Licences.

Filling stations, fuel wholesalers, depots and blenders all need a licence before they can trade. We prepare and lodge the application, handle the queries, and get you licensed — for a fee agreed upfront.

The Petroleum Products Act 120 of 1977 requires separate licences for manufacturing, wholesaling and retailing petroleum products, plus a site licence for the physical premises. A fuel retail forecourt needs both a site licence and a retail licence, applied for together, and the DMRE administers all applications under its controlled petroleum products regulations.

Governing legislation: Petroleum Products Act 120 of 1977 and the petroleum licensing regulations made under it.

    Realistic timelines

    How long it actually takes.

We separate our preparation time, which we control, from the authority's decision time, which we do not. Ranges are based on comparable files.

    Site / retail licence

    Our preparation
2 – 3 weeks to lodge once zoning and site documents are in
    Authority decision
    Regulator decision typically 3 – 9 months

    Wholesale licence

    Our preparation
    2 – 3 weeks to lodge
    Authority decision
    Regulator decision typically 3 – 6 months

    Manufacturing & multi-site

    Our preparation
    4 – 8 weeks, phased per site
    Authority decision
    Regulator decision typically 6 – 12 months

We cannot guarantee a government decision date. What we do guarantee is a complete file, lodged on time, with every query answered until a decision is issued.
